Audio component

I'm looking for an audio component suitable for building a transmit and
receive app that can send audio over IP. Similar to streaming but with a
direct connection between transmit app and receive app rather than via a
server. Adjustable buffering rate would be useful. Wondered if you had any
experience or recommendations?
