Actually its approx 0.9975%. Percentages are just 10 times the decimal
proportion.
Are you sure you want a percentage of a media length, and not a fixed
time. If a fixed time is what you really want, you would have to
extract the sample rate of the media from the format information (in
the WaveFormatEx record in the "fmt " chunk).
Note also that the media must be accessed by integral blocks of bytes,
not just by a byte position. Again the block length is specified in the
media format information. Only in 8-bit audio wave files sampled in PCM
is the block length a single byte.
