Of course it can. You just have to write a driver to get your code
in the place Windows requires.
Write a driver with Delphi? Sure...
Your Delphi program won't run in real-mode DOS, either.
Of course it won't, but that's not the problem.
The point is not that anything is possible with any tool. The point is
that most things that used to be easy are still possible, even if they
are no longer easy and now require the right tools.
IMHO, the only true solution to the lousy timing behavior of Windows is to use a realtime kernel, but these come not for free.
In exchange for that,
we get a multi-user, preemptive multitasking, graphical, networked
operating system that can handle gigabytes of RAM and terabytes of disk,
and can still be used to play Pong. In Flash.
