No, just some basic work with an early version of virtualtreeview,
years ago.
Don't use a treeview because I might. A two-column stringgrid with
row-spanning category headers would probably be much nicer, and a
basic treeview can't do that. Don't be afraid to do better than others,
older and wiser or not. (I'm claiming the 'not'. Rob can have the 'wiser'
and we'll see on whom we can pin the 'older'. Jerry, you still there?)
Just manage, or enforce? (Could you mess it up from outside the object?)
No. I use functions like AddCategory, AddValue, RemoveCategory,
RemoveValue.

It doesn't make the program that much slower, it's just more work for me
now, but I think it will pay off later.
Probably. And 'later' might come sooner than you think. In any case, once
you've done it a few times, your fingers start taking over and even if it
is still more work, it doesn't feel like it - and it doesn't take more time
anymore, either.
