Cyrillic on XP w/D7

Objective: to develop a desktop application in XP using Paradox tables that
supports both English and Cyrillic character sets.
Problem: after some research it appears that MS provides 1251 (ANSI -
Cyrillic) Code Page (this being > $7F single byte) with keyboard support.
Unicode? UTF-8? On XP, Beats me?
Book and Web research has been sketchy at best mainly directed at towards
internationalization which is not exactly what I need. All forms and dialogs
will be in English as this application is being used by the local Soviet
community (representing many of the republics)
Parent font on the form is set to Russian, almost everything is working,
until I add the XP Manifest. At which point 1251 from the keyboard turns
into ????? ($3F) chars.
Any help would be appreciated.
