My Delphi has source code and I can find
the declaration for TCustom... classes, but my main question is that
how can a component writer inherit his new classes while he doesn't

Then he _learns_ about that functionality. Break out the elbow grease.
Read the code. Get a book. (...Get a Delphi with a decent help file.)

No-one promised it would be easy but you touch on a sore point. With
the decreasing quality of the help system, Delphi is cheating itself
out of not just old programmers but new component writers.
