As far as I understand, you would need to convert MP3 or WMA to
lossless WAV for editing, then recompress for saving.

If all you want to do is split files, there are utilities that do
this without decoding/recoding. The advantage is that you don't get
progressively more lossage with each editing step.

Similarly, there seem to be utilities that transcode from WMA to MP3
directly. I can imagine that this process can be optimised to transfer
gaps in the information (both are lossy compression, after all) without
making them larger.

No code to point to, sorry. But I expect some (most?) of the utilities
will be open source.
