loading fixed width text file to Access table using Delphi 4

How to load fixed width text file to Access table from delphi application.
how it is stored data in Text file Example field lengths(0-9, 10-15,16-20 name, first name, date of birth and so on)
I need access to three tables in access to later comparing the text.
Can you please help me.
