Workgroup Information File of Access

Hi,

I've created a Workgroup Information File in Access 2000, for a particular Database. However when I try to connect it through Ado Connection by giving the Database Path, UserName='ADMIN' and the Password='Password' information, but I receive the error when I press the Test Connection button AS:

"Test connection failed because of an error in initializing provider. Cannot start your application. The workgroup information file is missing or opened exclusively by another user."

How can I set the settings, if I have missed some settings pls notify me. I would like to use the user access and permission rights method offered by Access 2000 dynamically to my application.
