The workgroup information file is missing

I want to submit a a password to my Access database from Delphi, but can't
seem to get it to work. For example, when I code this:

ADOConnection1.Open('Admin','test');

where "test" is the password for my database, I get an error: "Can not start
your application. The workgroup information file is missing ..."

What might I be doing wrong?
