ADO MS Access Data Security

I have a MS Access database which I could connect without set password.
I got 'Test connection failed because of an error initializing provider.
Not a valid account name or password' message when I click 'Test Connect'
button.
The account name is 'Admin' which is MS Access default.
Password is correct from ADO Connect component.
I also set Jet OLEDB:System database to 'system8.mdw which located
'C:\Document and Setting\My Name\Application Data\Microsoft\Access'.

Are there anything I am missing here?
