Microsoft Access and the Jet Engine

I am new to this, so forgive me if this is a stupid question. If I want to connect to an Access database from Delphi, do I need to have Access installed? Or do I just need the Jet engine (or something else?) If I don't need to have Access installed, which versions of Windows, if any, come installed with the necessary libraries to do this? I appreciate your help.
