While I agree with Brian that it is not needed, I would still highly
recommend that you have it.
MS Access contains many useful utilities and function for dealing with the
databases it creates or works with. Examples: Database compacting and
repair. While you could perhaps build these on your own why reinvent the
wheel?
I have been using MDAC 2.8 with success with Access 2002 jet databases for
some time. Here is a link to it:

I am new to this, so forgive me if this is a stupid question. If I want to
connect to an Access database from Delphi, do I need to have Access
installed? Or do I just need the Jet engine (or something else?) If I
don't need to have Access installed, which versions of Windows, if any, come
installed with the necessary libraries to do this? I appreciate your help.
