    This does not seem to make any difference - Access opens the
    database with the warning that it is read-only.

    I have tried using my own simple Delphi program to edit the
    file using a dbGrid. This appears to alter values but when the
    table is re-opened no changes have taken place.

    Is there something else I might have missed?
