By the list of files deployed with the service pack I think it would also do
a fresh install too. I can't remember if I have ever done this, but I guess
that I must have. Well I have certainly used an earlier service pack (SP3)
on native Win95 and got MDAC and Jet 4 working (much to my surprize at the
time).
Out of hundreds of installations the only PC I have failed with had Original
Edition Win98, no Y2K updates (no longer available from MS), IE4 (hence no
MS installer) and a tiny hard drive with not free space so IE5 would not
fit. The user needed a new PC!!!! Otherwise it really is not as troublesome
as you might fear.
