ADO - Updates and informing users

Hello Delphi users.
Background info: Access 2003 db, server based with 20+ tables and upto 30
users with a client based application on their pc. Some of these users are
not pc/database savvy at all.
Whats the best approach for informing users that changes have taken place in
critical datasets?
Using something like the command "win32 broadcast message".
Can that be performed within the db?
Or maybe an alternate but somewhat inelegant way could be to implement a
change table on the server that serves as a conduit to notify users that
data has been changed.
