I know this will sound obvious but, are you sure the dataset is opened?
The dataset does fetch data when you call Open.
Sorry, but we would need to see some code to give you more info. The
source of the problem can vary a lot.

database. The user can access this database using PL/SQL Developer
and other apps.
it's most likely to be a bug in your code.
