Delphi Dataset to PL/SQL Package

Can the following be done, if so how

Obtain a dataset from Database (SQL Server) pass the contents of dataset (> 20000 recs) to a PL/SQL Package, PL/SQL Package then uses a bulk insert method to insert the contents of the dataset to a Table.

Any thoughts/Suggestions/links
