1) where is The server located? (static, dynamic IP)
2) Is there any router in bewtween?
3) Any firewall?
1) Dynamic Ip
2) Yes there is a router with a firewall.
You need a service like dynDNS which will be always informed for the current public IP of the server. You will have to use a DNS client I think that Indy has one to retreive the current IP from the client application.
Now on the server you need to instruct the firewall to allow connection on port 1433 and on the router you need to set a NAT on Port 1433 in to the internal Network IP where the server answers which must be static.
I am sorry I was not very clear when I say the Server IP I mean the IP assigned to your router from your ISP this will help to be static but no required if you can find the current IP in a way or an other.
The SQL IP where SQL I mean the Computer that the SQL is installed and holds the Databases MUST be static internaly otherwise the NAT will work until the next reboot or something in which case you will be forced to reconfigure the NAT.

Yannis.
