The quality isn't that good IMHO, I posted examples in the attachments NG,
where the algorithm in the B&V tool (bmp with gray border) is matched against
a standard resampling at the same 33% ratio as in the B&V Exe.
One of the two is obviously quite more blurred than the other.
This means the quality of the algorithm may appear suitable on images with
slowly varying colors (photos), but may not be as suitable for images where
there are sharp edges and sharp transitions, and will blur images visibly
when performing limited downscaling (like in the 75-100% range).

Maybe there should be two downscaling challenges, a "quick'n dirty" one and
a "quality" one, since both have their uses (someone mentionned thumbnailing f.i,
a fast algo is highly preferable there, but if you're after display adjustements
or "painting" purposes, quality becomes more important, since anyway, your constraint
is to be interactive for *one image at a time*, while thumbnailing requires interactive
speed for many images at the same time).
The issue then becomes how much quality loss is acceptable... and on which set
of test images will the quality loss be measured.
