Fastcode ComplexRectToPol B&V 1.2

Hi

Looked at validation for specific numbers where results are known. I see no
difference between formulaes used by me and John O'Harrow.

I changed the minimum value validated for extended in Validate2 from 1E-4096
to 1E-2000. All functions pass now. Our functions disagre at 1E-4096.

Please verify that I am doing the correct thing.
