I vote Pentium as a minimum, but I'm not so sure about MMX. My sister still
has our old family P166 non MMX system, although I don't think she even
turns it on.

I think ditching non-MMX nowadays wouldn't hurt anybody's software compatibility in practice, and as you said, the few that develop for old systems are quite certainly using old development tools, current tools would generate way too bloated applications for old hardware.
