Scripting engine

Hi,
  I need a scripting engine to do the following in the application.

1. Scripting tool should be able to import/call my inbuilt functions.
2. Scripting tool should be able to compile the script into its own format
and then be able to execute compiled script.

Any such tools available free or paid ?
