Why gpedit can do what I can't

I am trying to set some policies in the registry under HKCU logged in as a
restricted user but it seems that a restricted user does not have the rights
to do that.
I have been searching this newsgroup and everything seems to point to the
fact that the only possible way to do this is by granting the restricted
user the "Act as part of the operating system" privilege and everybody
advice against that.
However, logged in as this restricted user without that privilege I can set
the policies through gpedit and when opening the registry I can see that the
entries where written so, there has to be a way to do that from an
application, has not there?
Is this possible? How?
Or how can I manipulate gpedit from code?
