API For Active Directory?

I've got a potential customer that has asked me to write a program that will
be used for Remote Access. He wants to do this through VPN. The problem is
that he wants to automate most of this, because we will be dealing with
average computer users (or less).

Is there an API, or other type of Interface that I can access from my Delphi
5 application that will allow me to 1) Automate a VPN connection, and 2)
Access Active Directory in order to add users and set attributes?
