Mouseover hints

I was wondering if there is anyway I can make a hint display for as long as
the mouse is over the control and then hiding when the mouse moves away. I
know I can control the number of milliseconds a hint displays before it
hides or how long to pause before it show but I would like the user to be in
control of hint display and not a timed interval. Thanks in advance.
