Creating a VPN Connection

Is there some way to create a VPN connection in Delphi? Or, do I need to
create the VPN connection in Windows first, then use that connection? We're
trying to write something that would make this as easy as possible for the
end user, and if we've got to walk them through creating a VPN connection in
Windows (assuming they even have a version that can do this), it'll be a
little difficult.

If anyone can point me in the right direction, I'd appreciate it.
