You povided the link to an early statement of .NET when it was MS's mantra
for revamping everything in their whole product line and a rallying point
for hype in general. Click through to
http://www.microsoft.com/net/products/tools.asp for .NET and development
tools where it says
<<
Microsoft .NET Framework and Microsoft .NET Compact Framework
The .NET Framework, and the device-focused .NET Compact Framework, are
high-productivity, standards-based, multi-language application execution
environments that handle essential plumbing chores and ease deployment. The
application execution environment manages memory, addresses versioning
issues, and improves the reliability, scalability, and security of your
application. Components include the common language runtime, a rich set of
class libraries for building Web services, and Microsoft ASP.NET.
The common language runtime is the engine in the .NET Framework that
provides a managed execution environment, which is protected by
industry-standard technologies, and is designed to support developers using
many different languages to create applications.

This is much more relevant to .NET and Delphi, or C#.
I think you totally missed the point about .NET in relation to developer
tools and the Win API, but I don't particularly care.
Trying to defend what .NET really is against your idea of what it is is like
trying to defend the notion that the sun rises in the morning. At some point
it becomes blindingly obvious to everyone, so why bother arguing about it.
In the meanwhile you can sit there with the shades drawn while others are
out in the sun. <g>
