VCL for .NET question

I gather from a previous post in this group that the VCL for .NET is
based on Win32.
If this is the case, what makes this VCL ".NET"?
Are these classes (components) accessible from non-Delphi .NET apps?

Also does this mean that VCL.NET apps by definition won't run on Mono?
