Bad IDE menu area behavior

I've just done a wipe and reload of my system, and D7 is behaving
oddly. I feel like I've seen the solution to this before, but a Google
search doesn't turn up anything. I'm probably choosing my keywords
poorly.

Anyway... the D7 (not patched) IDE can't seem to keep the menu bar,
tool bar, and component palette in the correct locations. For example,
if I click Component-Install Packages-Cancel, the palette will jump to
the top of the dock area, overlaying or displacing the menu, and
pushing the toolbar to anywhere it might be able to cram it in. If I
right click and select Customize, the whole mess jumps around again to
some new arrangement.

Manually sliding everything back into the positions where I want it
(with the menu in the upper left) doesn't really help. Within minutes
I'll use some function that will bop it around again.

System:
Fresh install of XP, with all patches applied, on a clean drive
Delphi 7 Professional, unpatched (except Rave update)
Assorted, generally mainstream 3rd party component libraries
GExperts 1.12

The layout is customized - all toolbars are turned off except for
Custom, which has the buttons I use most in a specific layout, which
I've been using in Delphi for a long while.

I've got this setup running on my notebook, and had it on this machine
prior to the wipe and reload, and never had this trouble before.

I've tried the trick of deleting registry entries in
[HKEY_CURRENT_USER\Software\Borland\Delphi\7.0\Toolbars] but without
any success.

Any suggestions appreciated!
