True.
However, there are some worthy contenders already.
Qt Designer ( uses c++)
http://www.trolltech.com/products/qt/designer.html
and Black Adder(python)
http://www.thekompany.com/products/blackadder/
are worth having a look at.

Both Trolltech and The Kompany have more credibility among
Linux developers than Borland has.
