I'm surprised no one has mentioned the usual open source offerings. I use
subversion (hosted on a linux box, though there are windows binaries), and
am quite pleased with it. The initial learning curve can be a bit steep
(but just a bit... it's no CVS), but once you get past the first few days,
it's really quite capable, and inexpensive.
I've also had good experiences with VSS/SourceOffSite, though I didn't have
to be the sysadmin on that one. I just used the client.
