Diamondback fixes question

Hi,

Our app makes extensive use of MDI and it's been real frustrating with
ActionBands. Example: Menu merging. Will this problem be fixed in D9?

We've been looking at all the new features in DiamondBack, but although
it's got a great set of new and useful features, it seems that it will
still inherit and keep most of the D7 VCL errors. Is there a list of fixes
included with DiamondBack somewhere? I'm trying to convince my manager to
budget for an upgrade but he says it's more than likely that the new IDE is
just fancy icing on a D7 cake, with no fixes since D7 Service Pack. Unless
I can justify the expense to him there is no chance of upgrading.
