Which version was this? I think the last version, it was done this way
is Delphi 6.

I really mis the old policy, but I can understand the change. There is
definitely room for improvement there. Maybe something like seperating
the localization part from the core product. That would give you the
freedom of choice to install the localization things or not (and bring
you into the faster patch process of the english version).
