Can I edit the CSS for the Welcome Page in 2005?

Subject pretty much sums up what I'm looking to do. I know you can
change the CSS of the Help Insight but I'd also like to change the
Welcome Page. No offense to whoever designed it but it looks like...
well a programmer did it. It has that "Who cares how it looks, it works
doesn't it?" feel to it. Why don't top notch software development tool
makers (stand up Borland, take a bow) ever consult or hire top notch
design firms (37signals, Dan Cederholm, Dave Shea, etc.)?
I've always thought Delphi was shafted in the general aesthetics
department. The bold purple text on the gray background in the Object
Inspector? The different bluish/purple in the welcome page? The
gradients-gone-wild in the title bars of the tool dialogs, the screaming
close buttons on the same tool dialogs. The huge 'X' close button draws
way more focus than say.. the title of the dialog. I personally think
'Object Inspector' is much more important than the close button yet it
is given second shift in visual focus. The application icon that has
never given me the warm fuzzy, that is always either too bland or trying
too hard.
I love Delphi and I've accepted the not-as-polished look of the UI
because it does work for my needs but it's such a shame to put a
supermodel in a potato sack or to have only primer gray on a 1967
Pontiac GTO.
Whew, ok, that was a bit more than I originally wanted to post.
