This is a pretty misleading statement. I can confirm from experience
that D2005 Win32 applications run properly on Win32 machines that don't
have .Net installed.

For what it's worth, I agree that we should still be able to buy legal
licenses for previous versions of Delphi. I'm not sure about the
logistics or how far back it should go, but I think being able to buy
Delphi 7 makes sense.
