I've got a Sonicwall VPN/Firewall at home for a VPN between home and
work. It's filter allows you to filter all sites except for a
whitelist of domains. You can specify the domain as tight/loose as you
want. For example you could allow ".edu" or "borland.com" etc.

You can also restrict any web access to certain times based on IP
address. I have computers in their rooms and the IP is assigned
statically via DHCP based on the mac addresses. They are 17 and 18
now, so I've eased up on the restrictions now.

I never found a good way to block IM without blocking all access for
their computers. I don't know how you can prevent them from getting a
free web based email account from the various providers like hotmail or
yahoo.
