I resent it just as much as I resent the marketing departments of organizations that 'try' to make me think that my 'warranty registration' isn't a 'marketing survey), ... It means that I perceive the cost/benefit of the 'voting' system to not be worth it for me. ... So pointing out that 'the majority of votes are unused' goes more to prove the point that users don't see the value of voting, than it does to prove your point that there is not enough 'user interest or input' in the bug fixing process... ...
