Actually no. A simplified example. Imagine that borland has a choice
of two features to implement. To make things easier, imagine that
estimates are they'll cost the same to implement. If estimates are
option A will lead to a net gain of X units sold, then for Borland to
choose option B, it would have to sell _at least_ X units. If not,
they'd lose money on selecting B (as chosing A would have gained them
more money).

So Borland not only needs enough sales to justify the cost of
developing a 64bit native compiler, it needs enough sales to justify
doing it instead of something else. Remember that the compiler team is
a very small team, and as such can only do so much in a given
timeframe.
