Reselling a repackaged / rebranded VS.NET + Borland stuff is the
alternative (to Galileo) scenario posited by Allen when he discussed
this on his weblog. Note that Allen says he's *not* interested in
requiring Delphi users to purchase standalone VS.NET + a plugin:
<blockquote>
So far, you might be saying, “So? Just require that the user purchase
VS to get all those extra bits.” Hmm... good idea... not! How can we,
with a straight face, tell our customers, you, that you need to toss a
chunk of cash at MS and at Borland? No, you want to buy one product,
install it, and be good to go. So then we're stuck with selling into
VS shops, which has it's own brand of issues... well you get the
picture.

A license to do what? ISTM that the ability to integrate with the VS
IDE and the ability to sell it are two different things. Which license
does the restriction apply to? ISTM that Borland folks are saying it's
the latter while people who claim "It can't be, because Eiffel does it"
are talking about the former.
