I still write console apps and ended up rewriting the Crt unit (using
conio from CBuilder as a guide/example) so I could continue to use
colors/etc. I think, if TV were available, I could find a use for it in
said tools.

Sorry, this is wrong-- a "decently written Windows app" would still be
bloated even if it did work on all versions. I don't think anyone is
suggesting writing huge complicated apps with TV, but for tools it
could be useful.
