I would.
The point is to get people interested in / hooked on the Borland product and
IDE.
The product is hobbled enough in other ways (eg, no database connectivity
for Win32) to encourage people to move up the product hierarchy.
I would think that by not including refactoring in the personal SKU, Borland
would not be 'putting their best foot forward' with the personal version.
Your attitude seems to me like saying they shouldn't have code insight etc
in personal because it's just the personal version.
They _should_ IMO include the cool IDE features, but leave out selected
functional features.
Also they should exclude integration with StarTeam etc in the personal sku,
which I assume they do.
