Well - i think you need to devide your task into two:
1. Get some TDataSet descendant layer to read the actual data
Look on torry.net or somewhere else. Not sure actually is there
something which supports "old dBase Unicode."
2. Look for some reporting engine which supports UTF-8. Chances are
it supports PDF output too :). Some time ago i ended up adding Unicode
extensions for Report Builder. Look at FastReports, probably
they finally did it. There is also something on sourceforge, "Report
Manager" or
something...but i am not sure is it useful at all.
