Code completion broken?

Hi again.
Working in D7 in my (pretty big) project group , which includes 16 projects,
I have often a very annoying problem. I have, for example a unit which
contains only constants. The project I am editing uses this unit. The
project compiles fine, nbut if I type the begining of the name of a constant
that is contained in that unit, and then press Ctrl-Space, ***very often****
but not always, I don't get the popup menu with the constants or variables.
The unit is declared in the "uses" clause and iss also part of my project.
So, is Code Completion fundamentally broken i D7? Should upgrading to D2005
solve that? I have not done so because I have read horror histories about
D2005 and managing big project goups (mine have almost 70 complex forms)
and uses some 3rd party components that _may_ not migrate easy into 2005.
