Yes.

You must open another project inbetween, and be sure to save all forms a
few times. IOW, this can happen in a typical situation where a form is
opened and reopened in consecutive days, and the IDE is closed inbetween.

I can see this in D7 too. If have a button which has Anchors [akLeft,
akTop, akRight] and is just as wide as the tab sheet, and then start, the
button is not as wide as the form anymore.
