I get: "Connection open failed. Unable to complete network request to
host "localhost". Failed to establish a connection. No connection could
be made because the target machine actively refused it."

I would guess you're using InterBase, and the database path in the
ConnectionString of the BdpConnection component has a prefix of
localhost: ??
