I don't think this is a reasonable request. That's almost as bad as dictating what development tool should be used for a particular application. Leave the technology decisions up to Borland- they can use whatever dev technology they want.
However, there may be a good reason behind your request that just occurred to me: the Delphi install is anything but smooth on Windows x64 editions. If they address these kinds of issues then I don't mind whether they install .NET stuff or not.
The important thing is that they allow you an option of what gets loaded (like Jed's DCM) when you run the app. I believe that is in DeXter. That reduces some of the performance impact that the "extra baggage" has.
BTW, if your company has a no-.NET-on-dev-machines policy then they'll have to accept the reality pretty soon- and I'd advise you to look for work at another company while they're trying to figure out where things are heading technology-wise. ;-)
