If you have bid a project "fixed price" then the customer pays you the same
amount regardless of how much time you spend, so any savings in time
directly increases your $/hour result.

If you bid on a project on an hourly rate basis, then the customer pays for
the extra time it takes you. If they become aware that you are taking
longer than necessary because you refuse to upgrade your tools, you will
probably have an unhappy customer. You also open yourself to competition
from other consultants/contractors who can promise the customer that it
will take them fewer hours and consequently cost less.
