Why D2005 does not create component wrappers?

Hi,
I imported a dll (downloaded from
http://www.developerfusion.co.uk/show/2659/)
in D2005 but there is no component wrappers (I tried TImpLib also) only
interfaces; for other typelibs I imported wrappers are generated...
