Yes, you can install a 32 bit OS to a 64 bit machine. It will just act as a
32 bit one.

Yes, you can install 32 bit software in a 32 bit partition. I'd say you can
also do it in a 64 bit partition but I don't know how will those apps. work.
For example: Windows 64 bits versions have a 64 bit IE version.
